Training workshops were implemented in the field of conflict management, planning and negotiation, local authority laws, laws related to community committees, control procedures, establishing volunteer teams, planning initiatives, managing and marketing projects and initiatives, communication, fundraising and disaster management for 50 participants from the community committees. A training manual (50 copies) was prepared to highlight and set-up the community committees’ tasks in neighborhoods, officially approved by the Community Committees Department. Then, it was distributed to neighborhoods as a simplified guide to their work and to transfer such knowledge to the rest of the committees’ members. An awareness radio program was prepared on the role of community committees in the development and stability of society, and two community initiatives were implemented in residential neighborhoods to improve the targeted units; one of which was the electrical transformer room was fenced in Bamahaisoun residential unit and the Engineering residential unit, and the other one was the installation of 40 solar-powered led lights in the martyr Khaled neighborhood and the 40-apartment neighborhood.
The community committees were established after the liberation of al-Mukalla city from al-Qaeda in 2016 to replace neighborhoods’ heads to carry out the tasks of the local authorities, as the committees were able to manage the city, provide services and maintain the security situation there. As a result of the lack of expertise and weak capabilities of the committees, some problems emerged due to the lack of expertise and overlapping powers.

Organizing the committees’ actions and limiting the overlap in powers and tasks to provide services to the community in a better way and highlighting the committees as an actor in meeting the needs of the community.
